To All Airline Carriers:
To further strengthen epidemic prevention and control efforts while facilitating international travel, in accordance with the requirements of the Joint Prevention and Control Mechanism of the State Council and based on relevant regulations such as the "Law of the People's Republic of China on Frontier Health and Quarantine," the "Law of the People's Republic of China on Emergency Response to Public Events," and the "Civil Aviation Law of the People's Republic of China," we are now adjusting the number of international passenger flights. Specific arrangements are announced as follows:
I. Chinese and foreign airlines whose flight schedules are listed in the "International Flight Information Release (Issue 5)" published on March 12 on the Civil Aviation Administration's official website (hereinafter referred to as "Issue 5") may, based on these flight plans, continue operating international passenger flights to/from China according to the following principles: Each domestic airline may retain only one route to any given country, with no more than one flight per week per route. Similarly, each foreign airline may maintain just one route to China, also limited to a maximum of one flight per week. Airlines are permitted to adjust both domestic and international destinations for these routes, provided it remains within the scope of their operational licenses.
II. Starting from June 8, 2020, all foreign airlines not included in the "Phase 5" flight schedule may operate one weekly international passenger flight on an international route, choosing one port city with receiving capacity within the scope of our company's operating license (specific city list available for inquiry on the Civil Aviation Administration website).
3. Flight route operating permits and landing/takeoff slots related to routes affected by airlines' flight reductions due to the pandemic will continue to be retained.
4. Please have each airline submit a request to the Civil Aviation Administration's Operations Monitoring Center for pre-flight plans extending through October 24, 2020, in accordance with the above requirements.
5. All airlines should implement the required preventive measures in accordance with the "Technical Guidelines for Epidemic Prevention and Control in Transport Airlines" issued by the Civil Aviation Administration, and ensure compliance with the requirements outlined in the "Announcement on Filling Out Epidemic Prevention Health Information by Chinese Passengers Before Returning to China via Flights," jointly released by the Civil Aviation Administration and the General Administration of Customs.
6. To prevent excessive concentration of flight entry points and ensure that port cities have the necessary comprehensive capabilities to handle international flights and passenger arrivals, airlines must obtain a "Letter Confirming Pandemic Prevention and Control Capabilities" (template provided in the attachment) from the provincial-level joint prevention and control mechanism office or the leading group office responsible for epidemic response—both located at the airport serving as the port of entry—before scheduling new route flights.
7. Starting from June 8, 2020, flight incentive and circuit-breaker measures will be implemented.
1. The Civil Aviation Administration, Ministry of Foreign Affairs, National Health Commission, General Administration of Customs, Immigration Bureau, and other agencies have jointly established a dedicated task force mechanism. This mechanism will implement flight suspension ("circuit-breaker") and reward measures based on the nucleic acid test results of passengers arriving on inbound flights.
2. Incentive Measures: Airlines operating flights on the same route who maintain zero positive nucleic acid test results among passengers entering the country for three consecutive weeks may, within the flight capacity limits specified in their route operating permit, add one additional flight per week—up to a maximum of two flights per week.
3. Circuit Breaker Measures: If an airline’s flights on the same route accumulate 5 passengers who test positive for COVID-19 after entry, the airline’s operation on that route will be suspended for one week. If the number reaches 10 positive cases, the suspension period will be extended to four weeks. Importantly, the number of "circuit-broken" flights cannot be reallocated to other routes. Only after the circuit-breaker period ends can the airline resume its weekly flight schedule of one flight per week.
8. Subject to manageable risks and with adequate reception capabilities in place, we may moderately increase flight frequencies to select countries that meet the necessary conditions.
9. This notice takes effect from the date of its issuance, and the Civil Aviation Administration’s “Notice on Continuing to Reduce International Passenger Flights During Epidemic Prevention and Control” (CAAC [2020] No. 12), issued on March 26, 2020, shall simultaneously become invalid.
